In Progress Perks Not Working as Intended

the 175 leadership perks have 2 issues. They should offer -1 persuasion to someone of the opposite culture, but it says faction. However if I take of the same faction, when I am an empire Kingdom of my won and I try to recruit someone of the W empire I dont get the -1 persuasion check. If I take the other perk for not of the same faction then I get the -1. So it seems the 2 perks are switched to the other description.
Also I'm not sure it seems the else if could be causing an issue
The is code from the game :
if( otherHero exists and otherHero is a hero )
if ( otherHero.faction equals player.faction and player has perk)
use the perk
else if otherHero.faction not equals player.faction and has other perk)
use the other perk bonus
 
Could you check if these perks are the 175 perks? And provide the names of the perks you are experiencing this with?
Current 175 Leadership perks does not provide the said bonuses.
