Im having the exact same issue in the exact same spot. Can't finish the quest. It happened when the conspiracy quest finally triggered, the lords of the western empire had joined sturgia, but when the quest triggered they became western empire again, and must have all spawned in the spot, never to move again =((.

Having the same issue, many in game years now they have been stuck. Western Empire for me, they defected to sturgia, and then when the conspiracy quest triggered they became western empire again, can't finish the quest because they are all stuck in the same place next to Rheos castle.
