I said that cause I know nothing about modding... I actually don't know if it's hard or not, I was asking!

I tried to read the manual about Module System Documentation, but english isn't my first language (and there isn't anything in my language, Italian), so I have problems...

It isn't going to be easy, that's for sure. First off, we haven't released the Warband version of the source code. Hell, we haven't even released an stable Warband patch yet. So you'll have to adapt it in various ways to make everything work together like a puzzle, which is long and tedious. So, you better have some experience with the msys first using OSPs and patching with diffs.
I'm not personally interested in Freelancer and I don't even think that it would work that well with the TLD mechanics, which involve an active player that shapes the outcome of the war. Just like an helicopter mom, taking care of silly Theoden's host and their suicide tactics. You don't really want to be on the frontline with your ****ty mercenary equipment when a troll starts to club like mad.
Anyway, the thing is open source. So, do what you want with it within the limits of taste and the license guidelines.
