I was trying to figure this out just now, curious if this is intended?

I mean you can't take horses into towns/castles anyway as far as i'm aware, so the restriction is bit pointless.

If they want to have restrictions that's honestly fine too, it just seems a bit silly that not even the basic saddles are allowed. Who rides a horse without a saddle?!

Am I missing something?
