It wouldn't be an unreasonable decision.

But it might meet with an unreasonable response... therefore possibly making it an unreasonable decision given that these incursions into airspace happen rather frequently around the world between various powers and seem to turn around without requiring an overwhelming amount of force.

Let us take a moment to remember that cooler heads can potentially save the world:

Shooting down a lone plane that was no threat to you (already intercepted and deterred) is a sign of weakness and insecurity, not strength.

As is bring up events that took place 200 years ago, as if they had any modern significance.

Anyway, Britain is now a very tough, capable, mid-sized power. But the Empire is gone, and it's not coming back. Russia is a bigger dog than you, so either go at them in a pack or find a bigger dog to help you.

A silent intruding plane designed to armed with nuclear weapons is not a threat?

It's a threat that you meet by scrambling fighters and telling them to **** off. Which they did. You would only shoot them down if they kept coming at you.

OSCE Personnel captured by separatists in Slovyensk.  :???:
The separatists are claiming that there is a spy from Kiev in the group of observers, not surprised if that was the case.
