I doubt they specifically order or announce attacks online prior to them happening with the exception of rallies and demonstrations. Some of these groups meet and even train in person. Their online presence provides a successful platform for recruitment etc which I am guessing is what SOVA is targeting. Regulating hate speech against the backdrop of any freedom of speech laws (as convenient as they may be) is a problematic issue. In Russia the press doesn't have to be as politically correct as in my country for example (Australia) it just needs to tow party-line with the Kremlin. This lack of political correctness can be used in a negative manner especially sine much of the press has probably been cowed to provide favorable coverage of the country's leadership while providing negative coverage of the leadership's enemies.
