Polehammers - where are they?

Polehammers doesn't seem to be available for trade. I've been searching high and low for the entire game and I'm now lvl 20. Also, they don't drop from troops like the sarleon knights who carry them.

I don't know anything about modding, so anyone has a clue of what went wrong here? I really really want this weapon

Keep checking mate...

As a player I have scored a few from the various weapon shops.  There is no trick or anything odd about them, they should appear at the same rate as the common weapons.
