In Progress Please Fix cheesy exploit

Too many players are exploiting this siege bug, making sieges a joke.

Before declaring war against a town, you go in and buy ALL the food, come out, declare war then siege. Town quickly starves and falls.

Fix - No one can buy food below a certain level - for example, no purchases of grain below 200 .
