for example I need to change looter's avarege group size, how can I ?

I would do it in party_templates.py

("forest_bandits","Forest Bandits",icon_axeman|carries_goods(2),0,fac_forest_bandits,bandit_personality,[(trp_forest_bandit,5,62)]),

The first number is the minimum number of troops the party will have, the second one is the maximum number of troops.. It works, I've tried it myself..

Two places:
- change it in the party template (like Cruger sez)
- change it in spawn_bandits (party_add_template_party)
