I've not got much of an issue with that -- in fact expansion packs are a little more exploitative than standalone games like FotS or NTW since you have to buy a base game that you might not want in the first place.
My main issue is that there are gaping balance and mechanic issues that suggest a significant overlap in development between Attila and Rome II. Bugs that had been fixed in Rome II were present in Attila even after hotfixes, and the entire design of combat resembles the really early builds.
