Birger isn't one of the original devs.
I'm not fully prepared to say how the mod system works either, as I have yet to get the full understanding, but from what I gather the python issue is in taking apart and putting back together the files the game itself reads. Once the files are made, there is no more reliance on python or the "module system".
There is no "module system" per se. There are files you can edit that change the behavior of the game. And then there is the executable which cannot be edited. That is the game engine itself.
Well... theoretically you can back out an executable too, but I believe that is an even more technical issue than writing the game in the first place, and also I am pretty sure it is illegal all over the western world.

I have yet to find a really good tutorial that goes step by step through all the files that can be changed and how to change them manually, but my understanding is Morgh's editor basically automates all of that and gives you a nice little environment for modding.
If I am wrong, someone please feel free to correct me. I'm still mucking around trying to figure out how to fix mods to work right on Linux. There is, to the best of my knowledge, no similar software for Linux currently, although I keep telling myself since it's in Python I ought to be able to make it work in Linux since the Python code itself is available.
