For your followup, I suggest a game based on a hero arising from the hard street of Zendar.

A kid without parents or family living in a city of a dozen people, his only role models being a do-nothing sheriff, a miserly slavetrader, two greedy arms-merchants, a tough-as-nails drill instructor, and some down on their luck taverndwellers.

He could set out on his own; living life as he pleased, getting into shootouts with the local 5-O, hangin' with his homiez Boring and Marvin, and just livin' large.
 
I think this was a suggestion to make towns more town-like) Well, this could be done, I think, but NPCs that don't play important role (and they won't, because this requires big scenarical work), will just wander from one point of city to another, making your CPU feel hot :lol: . Do we need it? Let it be just as it done now - a small district where are most important traders and NPC-persons. Think of it as a model - like, for instance, in Rage Of Mages (if you know such a game). Towns were made there as a selection screen - you see a picture of trade district, and you can click on enrances of shops, taverns or training schools to enter there. Inside there is another animated bitmap that shows what's happening there... All towns were made without the use of game engine - just animated backgrounds and so on. And we've enjoyed that game! So I think that doesn't matter much)
