Side note: What are throwing knives supposed to be like? E.g. What is supposed to be the upside of throwing knives vs. javelins or throwing axes in certain situations? I feel like they are just worse than other throwing weapons with little upside, but have not really tested carefully.

Your guess is as good as mine. I assumed they were meant to be for "civilian" use in the gang fights since the Hidden Hand have presence in a lot of Empire city's but they aren't civilian items. Either an oversight or an incomplete system that needs to be fleshed out.

Or they are following the Warband tradition of having some weapons which are just objectively inferior for literally everything (see: daggers).

That's not just a Warband tradition, that's how it worked in real life. It would be nonsensical to have throwing knives be on par with javelins.

I agree completely but the questions were why are they even in the game and -- more importantly -- so prominent with the Hidden Hands, guys who do go out and fight field battles?

Right, exactly. If there’re simply strictly worse in every situation, why add them at all?

You can hide a throwing knife. You can't hide a javelin. Civilian use, for whenever towns actually get some life to them.
 
Twenty to one. Literally. A band of looters one score strong caught up to me after I escaped a different band of looters, and I managed to circle strafe on horseback round n' round til I'd killed the lot. It was actually a near thing, because infinite rocks that really shouldnt harm an armored opponent as much as they do battered me near to unconcious, and I was damned lucky they didn't unhorse me, or that'd been the end of it.
