Suggestion General Xml string loading

Hi there. Apologies in advance if this has already been covered elsewhere.

Following a discussion I had with the devs on the official modding Discord, I would like to suggest that strings xml files be made able to be loaded directly from the SubModule.xml file, rather than requiring a separate C# code in order to load. Many essential strings required to make working custom cultures, kingdoms, etc. are locked behind this limitation, greatly inhibiting the scope of overhaul mods (especially those who do not have specialist coding skills in C#, but are able to code in xml).
Furthermore, the internal handling of strings is incredibly inconsistent, with some major strings, such as clan, kingdom and character names, being readily loadable, whilst other major strings, such as culture names, character titles, etc. are unable to be loaded due to the above limitation.
