Regional conflicts are irrelevant. As long as the possibility of organized warfare between two nations is eliminated, then I am happy.
Besides, how would they arm themselves? With Russia eliminated, their main supplier of weapons would be gone, as I would of course shut down the AK factories, and destroy their plans. Guns would be banned from public use, except at shooting ranges in a few regions. They could technically produce them themselves, but ammunition would be quite hard to come by.

Bah, organized rebels would find a way to produce weapons. Though, they'd be more of a long-term nuisance, unless you'd do something as bat-**** crazy as...
...banning weaponry?! Do you realize how ridiculously hard, if not impossible, this would be to do in practice? There are reasons why no government on Earth hasn't done this yet, besides the need for protection. Now multiply the improbability of successfully executing this in a country by friggin' 200. Now that's how hard it's gonna be for a world-encompassing government. Not only to mention how many people would oppose such a reform.
Hell, it would only spark rebellion, not prevent it. Also, decide if you're going to be a pacifist or not. Can't go both ways, mate.

Honestly guys, I was thinking more like cheesy spy movie / cartoon stuff. You people have this WAAAAY too thought out. ya Freaks.

hmmm... brainwash people and then put make try to get to highpower political and military offices. if you put multiple of this runninge for same offices at somepoint you have enought at high positions you can use them to replace others with your men/women.
of course you need also to control press to some extent, but once you buy new channels it all should become quite easy. (there is were little real journalim any more so it should be quite easy if you have enough money)
actually i think that if you have enough money it quite easy to get your candidates win elections in america at least... system is just too corrupt. same goes to many european countries.
and in islamc countries you just need to be friends with people in power there.
actually generally. make people with power want to have your candidates as puppet leaders and they'll help you to get them to office with best method to that region. (of course you they don't know you are brainwashed them and stuff. you just train many good candidates to offices and let them try to run to office.)

The average civilian weapon owner carries his weapon of choice for protection; either because he feels threatened, or because he doesn't trust the system to protect him. In either case, he damn sure won't be happy about turning his weaponry over to the government. Some of the Americans are getting uppity about a bloody healthcare reform, imagine what you'd have on your hands worldwide if you passed such a prohibition.
Also, how do you intend on developing military technology without producing weapons? That's right, you don't, because you need an army. You also might want to remember that, as the ruler of Earth, you have a bigger army to worry about than your average country. You'll have to produce weapons for your armada, and no matter how tight the security was in those factories of yours, smuggling would arise as a problem. Face it; In the end, the bad guys (terrorists, secessionists, etc) would still get their weaponry in one way or another, and the only thing you'd be accomplishing is the defenselessness of your own people. Never mind the terrorists and the rebels, you'll be facing civilian protests all over the world.
I am currently working on a new version of frikkin' sharks with frikkin' lasers attached to their frikkin' heads. But the eco-friendly lithium power packs I currently have are neither powerful nor all that eco-friendly. Any suggestions out there? Solar only works close to the surface, and I plan on having the capability to follow and destroy submarines. I need some advice here guys!
