With Fire and Sword- Give Soldiers to Everyone

How do you give allied lords (or any lords) the option to give them troops? For more of a challenge. Can someone tell me what to modify or script it? I'd appreciate the help. This is for with Fire And Sword....

In conversations text, theres this line.

How do I make it so its available to friendly/neutral lords. Or all lords.

I'm guessing but I think the red bit is the conditional bit, try deleting that and turning the 2 just before it into 0.
