So, what's with this hidden (incomplete?) part about being able to sail out of towns and have your own boat/ship/thing? Just curious if anyone (else) has seen it or tried it.

Put in "cheatmenu" and then go to a town. One of the options is like Cheat! Sail from port. Select that and you get a boat that goes 15 across the sea.
 
i've used it. A boat appears on the map which can be entered or exit when near the coast or used to travel on the sea. Doesn't do anything besides that and no one can come to you while your on the sea so it is unfair advantage.
 
An unfinished feature that gets exploited in many mods. (Brytenwalda, Floris, among others.)

After playing around with coding AI parties on water (see Floris' sea trader and sea raider features) it seems like all of the engine functionalities are there and ready to go: e.g. AI pathfinding on water works fine between water points. Gameplay dynamics (e.g. editing how the player escapes from being captured on water so he doesn't end up walking on it but unable to move) would need to be coded, but that's all on the module system end and do-able by modders (and many of these features have been and are in the processes of being coded) so I'm honestly unsure why it wasn't fully developed (aside from saving production time...and the map not really necessitating sea travel).
