Will we be able to create our own clans in a faction?

Sort of, but you are being properly and purposefully ignorant.  You want your own clan, you will be able to have one within a faction.  I guarantee it.

You are not a dev or PR for talesworlds, how can you prove it to us other than just your words?

The only thing you "fell" for, was you're failure to interpret Callum's words correctly.
"my's" failure, as you state it so well, was to notice that you clearly don't want to explain where you see the part explaining we will be able to create our clan..

Alright let's do it then, here's what I get from the quote:

"The Vlandians control slightly more territory than the other factions, but we've seeded the ground for a lot of internal dissent among them. The world-weary Vlandian king, Derthert, will have to deal with barons who are more interested in pursuing their own agendas than fighting under his banner."

The Vlandian's territory is bigger than that of other factions

There will be clans inside the faction

The clans will not always follow their king

Where in this, is stated that we'll be able to create our own clan ?

Well... What I think Lord Brutus want to say is that if the feature is in the game, if NPC's can have clans, so the player will have a clan. In warband we already have "clans", but it don't have a very deep diplomatic function. And the player can create his own "clan" using marriage. But creating a clan implies in having heirs... Can we state that the player will be able to have heirs?

let's philosophize...

Why do people want to create a clan when you can play as a king in warband?

Well not everyone want to play as a king, or a self rightous lord. Sometimes, you want to just take it step by step. If I understood correctly, a clan leader will lead several other lords, but not all of them. It's somewhere inbetween lord and marshal. Plus, there could be dissention inside a faction, having a clan with more influence than others, influencing the decision of the king, etc...
It adds a lot to rebellion, for instance
