I'd say a victorian mod is roughly 10 times more likely than a dlc but the setting would need to be specified further. The whole globe is a bit impractical and not much war was going on in the British isles, so I'm assuming you're looking for colonial warfare, which would be cool. Also technology took massive leaps during that time, so early victorian would be quite distinct from late victorian.
I don't think they will do it as an DLC. But I am sure modders will do it after full release.
Hmmm I'm not sure how a Victorian DLC would work... that and there is a lot more era's which could be better.
Not an awful idea - Maybe the Blood and Iron team will make a follow up to that mod.
Personally if any time shift DLC comes I wanna see Calradian Antiquity. We have High Middle ages in Warband and now Dark Ages/Very early Middle Ages with Bannerlord. Make the Empire smaller and more based on the high Roman Legions in the west and the Greeks in the east.
