Seems like it's obviously a charisma skill, is there a reason for this not to be so?

Hehe, tricky that one. Okay: Intrigues are spun, and that needs brains. Looks can assist women in that matter of course, but the hottest bride will not intrigue anything if she is too dumb to set up a plot, the ugliest guy on the other hand - and it is usually the "ugly" people that are plotting 
(no offense) - can easily make a plot with jealous like-minded people.
So in intrigues brains rule over charm, that - as most other things in SoD - is true and well thought out.
