Why first the most expensive Horses?

If you upgrade a Soldier to higher Tier, they start with Horse and later War Horse ( there i want back the Horse ) but the System take the most expensive Horse. This is not smart After some ingame Days i dont care about because you have to much Horses and Money, but at the beginning.

This is the wrong board to put this in. But I'll add to the discussion and say that you should be at least be able to pick the horse you want them to upgrade with.
