Very hard to make a list like that without any Bias.

people will always rate their own social circles/clan higher than others. The best way to eliminate Bias is to make a list like this Ignoring players from your clan. The best players will then be nominated, and from a survey of multiple lists you could then discern the best players, eliminating some Bias.
