I disagree on this, it is meant the cradle of today's Western civilization. Good example is Croatia you mentioned with Austrian influence. It practically has nothing with Western culture except from buildings and other stuff. Eastern Europe is part of today's Western civilization. Eastern Europe (whatever it is) is definitely not a civilization in its own right. It's a derivative of the Greco-Roman world just like Western Europe.
Plus the saying has been around forever. Applying the Cold War terminology on it doesn't make sense.
