Yea starting out in the steppes/desert is very hard for that reason. Not only are they tough they also move quite fast in the world map, and since at the beginning you don't have a companion with good pathfinding skills and a lot of low tier infantry units they always catch up to you.
Also at lower levels practice what I like to term ‘Jackal Battles’ where you join in battles already in
progress between any faction/man-hunter parties with bandits/looters/raiders. You don’t get as much
loot but do get some experience for your green troops as well as your own experience.
For some reason I can barely find any bandits or anything to fight. I've roamed all around and rarely find looters, sea raiders, ect?

+1, I can literally wander for days (and have), without finding bandits, unless I go to Nord lands, to fight looters and sea raiders... There seem to be absolutely no bandits whatsoever in Rhodok and Swadian lands...much harder to level up now, especially considering how many MORE units of each faction are running around on the map now.
A side problem..... Each time I see faction generals, they are ALL running around in groups of 4-500 plus (not the individual party, but 7-8 generals or more each with over 50 party size...makes hacking things out on your own pretty difficult.
