Using the technology for peaceful means won't in any way make it easier for extremists to use the technology to design a biological weapon. More to the point we already have tonnes of those lying around that would work just as well and are far easier to obtain or make, which somewhat renders the point moot.

We're far more likely to be exterminated by garden-variety smallpox or something like that than a synthetic organism. It's far easier to adapt already-existing malignant organisms for mass killing than it would be to develop the massive technological base to create brand new ones.
