Where are mod tools?

I...just downloaded patch , but i dont see anything different in the folders except a few more .txt files and sceneObj folder in native , there doesnt seem to be much information on what the supposed "mod tools" are actually , just people saying "are there mod tools?" and other people saying "yes".

So where exactly are they?
