Resolved When standing outside a town, can access town shop inventory for free

When first starting a new game in 1.5.9, I entered the first town I spawned near in Vlandia. I spent 1 day smithing, then left the town but did not move. If I hit 'i' to view my inventory in this position, I can access the town shops, and take everything out of them from the "discard" menu for free.

Are cheats enabled?

I'm not sure how to turn them on. How would I check?

Go to C:\Users\[your user]\Documents\Mount and Blade II Bannerlord\Configs
Open the file engine_config.txt, and fourteen lines down it will say cheat_mode = 0 or 1
0 means cheat mode is off, 1 means it's on.
If it's set to one, switch it to zero, save it and that menu won't come up anymore.

That is because the cheats are enabled. No bug here.
