What's the point of clearing out thugs? (settlement issues?)

I have new town and it has -security from an issue, so I assume it's from the gang notable and his "rival gang moving in" I don't want to do that stupid waste of quest so I go beat up his thugs, then beat them in the second fight....... but **** me, he still has the same stupid quest and now he won't talk to me, so I gotta reset the game to do the stupid quest. It's stupid because it makes you wait and wastes campaign time. IMO all quests should have non-waiting alternative with higher difficulty.

SO what (besides getting a little loot and rep) is beating up thugs supposed to do?
 
yeah I agree , it waste time wait for 3 days, and reduce relationship

there also "fencing stolen goods" task, "price is too high to sell" task
that I dont' want to do these tasks, because they will reduce relationship with one or another
 
Don't do that quest. If you look at the town's security rating, you'll see that ignoring some bandit gang quests give a positive modifier to your security.

In oher words, it's good that the gangs are having trouble, so why help them?
