What places count as Settlements with imperial culture for the Unify the Empire quest?

As title. i took 5 places and only 2 counted but they are imperial and have imperial recruite.

all of the imperial factions are in the center of the map. that means dark purple/red, pink and dark blue/purple and you need to capture 2/3 of all of those settlements combined. it doesn't say take two settlements, it actually means take 2/3 of ALL imperial castles/towns

They should have just written e.g. "To restore the Empire you should capture 28/42 settlements with imperial culture".

There seems to be 14 castles/cities in each northern/southern/western empire. (not counting bound villages, I am not sure if these count as well?)
