I personally think there are lots of positives about the new system. It needs tweaking though.
When you pass your 'skill cap' xp decreases dramatically, effectively soft capping that skill.
To increase that skill your character must level.
To increase your character level you must skill.
You effectively get 30 skill cap per attribute (10 x 3 skills); You get 30 skill cap per focus point. If I want the last one handed perk I need a skill of 275.
At max you can invest 5 focus points, the first attribute point doesn't count, and I assume you can go over 10 on attributes.
Max Focus = 150, so I need 125 (or 130) from attributes. This needs an attribute score of 14.
Now if I pick an origin story to max vigor, I can start at 8. I need 6 from attributes (6*3+1) so now I need to be level 19.
(Edit: Not all attributes can do this, for example social can only reach 7 from origins, meaning a required level 22, dangerously close to the level 25 soft cap)
To achieve level 19 I have to have 1065 skill points scattered among my abilities. 270 of those are in one handed sure, but effectively 800 have to be somewhere else. Each of those other skills are only getting 10 cap from attributes because I'm the most vigorous man around, so those can only possibly go to 160 (besides two handed and polearms, which why would I want to be in all 3)
So I need effectively 5 other skills literally as high as I can make them. Or 10 skills half that. By the way there are only 12 non-combat skills, and I need to dabble in all of them to master the sword.
Finally, the point at which increasing skill-up requirements for leveling catches up with skill cap growth from leveling is 25. Assuming you don't grind out a skill in which you have met the cap, to achieve level 25 you have to use every inch of cap space available to you wherever that may be.
(Edit: And there is an actual hard cap if you are too far past skill cap, which seems to be about 50 skill points over your soft cap, where the penalty seems to shift from -50% xp to -100%. This puts an actual hard cap just before level 32 at 2610 skill points.)
