What determines whom you can recruit from?

I did a couple quests for a Jamanys the Chandler in Epicrotea, who is the most powerful (277) man in town by far, and i have a ton of relationship with him but when i recruit troops, he's not even on the screen!

What is the point then? what is the determination who I'm allowed to recruit troops from and who I'm not? is all this relationship with him pointless then?

Should be, that sounds like a bug. Every village and town NPC I've met has been on the recruit screen.

I know what you mean, it seems that in towns there's always 1 person who doesn't give you troops. I don't know if it's tied to their occupation, or just a bug. All I know is you shouldn't bother doing quests for them, unless they give you one of the shady illegal quests. Then you can take it, betray the guy, and gain some free relation with the other people you can actually recruit from.

This happened to me also. Found some powerful guys in towns but when u go to recruitment screen he is not there for some reason. Couldnt find any answer on this topic so dont know if it is meant to be or just a bug. Also its funny how at least for me i am able to recruit the strongest units only in villages never in towns.

Think you have to do missions for that specific recruiter and the resulting mission needs to end in his or her favor for your favor with him or her to go up and they don't always have missions so need to keep going there regularly to see if there is a mission .
