This is one of those things I should really have made clearer, sorry. If you're attacking a person without a weapon you straight up kill them. I plead being a Noob.
If you're attacking a person with a weapon in the open they have a decent chance of killing you and being unharmed themselves (only one person in an attack dies), depending on what weapon they're packing. I won't stop you from openly attacking a person with a knife when they're walking around with a shotgun, but it is a terrible idea. Conversely shooting someone who has a knife is a pretty low risk activity as well.
If you're attacking a person in secret their chance of defending themselves if they have a weapon is much lower as you're getting the jump on them. Still not the best idea to bring a knife to a gun fight, but definitely a better option. If you're attacking with a better weapon, like the Axe or Bat you'll do even better.
Combat is decided by rolling a d10 for each person involved. A flat bonus is applied (Very Good (+5) > Good (+4) > Fair (+3) > Okay (+2) > Weak (+1)) depending on the weapon and situation. For example a shotgun is Very Good (+5) for your roll to defend yourself if openly attacked but only Okay (+2) if attacked in secret. I realize that my weapon descriptions have sucked so far and will try to post up a better description of how combat works and the stats of each weapon in the OP in a bit.

Item use is immediate. You may take an action immediately afterwards but can't attack with that weapon again for 24 hours (providing it's a re-usable weapon, all firearms only have one use and some melee weapons like the knife are only good for one as well).

No, sorry. Both CASE THE JOINT and GET THEM! have a 24 hour cool down in which you can't do the other. You can cancel either at any time but if it hasn't been 24 hours your CASE THE JOINT will be wasted.
