As I pointed out, I'd say it could work for both innocents and wolves. Part of the game is to bash people over the head with "LYNCH THIS GUY LYNCH THIS GUY LYNCH THIS GUY" because all you need to do get people to your side (which can be accomplished many ways).
Innocents have to campaign, but campaigning is in addition to hunting. This isn't just bad campaigning, it's not hunting. There's no attempt to find wolves, only to make people look like wolves.
Sometimes you need to make people look more wolfy than they actually are if people are to believe you.

In Pizza's defence, this is actually inkeeping with what he said in a post I'm too lazy to find. That if he can't hunt wolves, he tries to identify innocents, so that he can rule them out and use a process-of-elimination method for then lynching the most wolfy of whoever remains.
It's a method I like, although Pizza seems to go about it in a very.... unique way.
