Summary: Weird behavior of NPCs
How to Reproduce: I was just traveling on the map and 3 parties started to go 1 cm to me and 1 cm away from me without ending.
Have you used cheats and if so which: Yes. I used Developer Console Mod. But I have cheated money only.

From the video that looks like normal behaviour.
The lord seems to be "RED" on the map = enemy.
Meaning he is comeing at you, but then he sees that your party is too strong to fight, and retreats away.
As he gets away, "they get courage" come at you, get too close - retreat - ad inifintum.

This shouldnt happend if you arent hostile towards them.
So if you are part of a faction(leave and it should stop).
Just as an experiment, have a savegame prior where you still are part of the faction, if it is a genuine bug.

Try to hover your mouse over the party as it comes at you - pause the game when its chargeing in and notice what it says.
Then as it moves away after starting the game, pause when it starts to move away, and you'll see it in the description "running away, or fleeing to settlement etc".
