Weapon master skill

It seems to me to only increase the limit for when manually distributing proficiency points. I have 2 in weapon master and I'm unable to manually put points in polearms, but it has increased during battle to 161.
Will putting more points into it make increasing in battle occur more often or does it do anything else that the description doesn't mention?
Otherwise it seems to me that I can just let the proficiencies grow by themselves beyond 140, at least until all of them are that high.

IIRC it makes it easier to increase your weapon profiences by reducing the points needed.

it seems to make progress "by use" faster as well. have not heard "official" confirmation on this yet though.

That is what i did back in .632, however it seems to have been nerfed ALOT in .700. What i mean is that it takes me FOREVER to raise my 2handed proficiency beyond my weapon master limitation now.
