Weapon crafting in game?

Can someone clarify for me if custom weapon crafting is indeed in the game? I know they said in dev blogs that it wouldn't be in early access but in Single Player they have the blacksmiths and the ability to look at the custom build weapons screen as well as some of the resources needed to craft. Anyone have the answer?

Yes it’s in, but from my experience it’s a pain. Done through the smithy, but it takes a ridiculous amount of work to level up smithing and the parts you unlock seem to be totally random, so you could have three spearheads and six dagger hilts, but no decent sword blades and it’s a rng roll of the dice as to what you unlock.
I think perhaps unlocking tiers would work better (since the parts are already tiered anyway)
