Weapon and armor upgrades are no longer highlighted in green

I noticed this when I was playing yesterday but when looking at armor and weapons in shops or looting, they no longer show in green that they have better stats than my currently equipped weapons/armor. I found this very useful when comparing two weapons and choosing which one to go with. I thought maybe I messed around with my settings and accidentally disabled it but did not see anything there. Anyone else experiencing this same problem?
 
I had the same issue after the last patch but after loading another save and the going back to the first one it came back.

It's one of the perks in the trade tree that causes this (we think...) because all the perks either don't work, or bork something else

I tried loading a different game and it worked fine there, but when I reloaded the one I am on now it isn't working again
 
From what I can tell, it's something to do with the Level 25 Trade skill perks of both Appraiser and Whole Seller. It doesn't matter which ones you choose but this is the way I BELIEVE it's supposed to work:

Without either of the skills, you CANNOT see the above or below average price indicators of the green/red of the price.
Without either of the skills, you are SUPPOSED to see the green and red of stat differences between two items.
With either of the skills, you are SUPPOSED to see the above or below average price indicators of the green/red of the price.
With either of the skills, you are SUPPOSED to see the green and red of stat differences between two items.

How I believe it currently works is:

Without either of the skills, you CAN see the above or below average price indicators of the green/red of the price.
Without either of the skills, you CAN see the green and red of stat differences between two items.
With either of the skills, you CAN see the above or below average price indicators of the green/red of the price.
With either of the skills, you CANNOT see the green and red of stat differences between two items.


For now, I have been skipping the Level 25 tier of Trade perks entirely and have not lost the ability to see both above/below average price marks NOR stat up/downgrades when comparing items.
