Try a mod, you can attack a simple farmer - although why can't you leave decent people alone?

Also, keep it mind that much of the NPC responses and locations are just "place holders" while the game is being developed.

In other words, I would be surprised if you weren't able to attack the farmers or virtually anyone else eventually.

Lol i mainly fight farmer's to test new weapon's , Get's boring hacking down groups of 40 who can't fight back. Most damage my party ever got from farmer's / refugee's is one of my knight's horses died.
