You can, according to Cesar and my pm discussion, just give Navarre Castille's roster with units renamed "Of Navarre" where applicable (De Navarra?). Portugal is the one I'll tackle next. And I thought you were waiting on my stuff for the North Italians? If you're doing them yourself, go with:
Tier 2 troops - Civis Minor (pl. Cives Minores) - "Minor Citizens" or lower to middle class (unarmored, with helmets, maybe 1-2 gambesons thrown in)
Tier 3 troops - Civis Maior (pl. Cives Maiores) - "Major Citizens" or middle class (Gambesons, maybe 1-2 mail coats thrown in. Maybe even a 'horn scale' armor since I've seen references to scale armored North Italians)
Tier 4 troops - Civis Nobilis (pl. Cives Nobiles) - "Noble/high borne citizens" (Mail armored)
Miles Pro Commune ("City knights", but more accurately non noble cavalrymen from the cities) are the other major troop to have. I would also have a split between the troops of the city (cives) and the troops of the countryside (Contados). Contados would offer cheaper, poorer quality light troops (archer & melee infantry).
You should also probably have a divergent tier 3 and tier 4 melee infantry, since that's the case with Spain, the Andalusian Muwahhiduns, and I think should be a general trend for all factions since we can't provide for spearmen who can wield sidearms.

What we also have to do for the Sicilians is stretch out their basic infantry: http://a.imagehost.org/view/0675/WTR_Norman_Roster It should be four tiers (the retrobannum tree), rather than three, with tier 2 unarmored/gambesons, tier 3 gambesons/mail, tier 4 mail.
2 should be I am not sure. Civis/Cives is an option, whether titled (minor/maior) or not.
3 should be I am not sure. Superior titled Civis/Cives is an option, or plain "Serviens/Servientes" to reflect the feudal structure of the Normans.
4 should be I am not sure. They can either be plain Serviens/Servientes (if the Tier 3 is Maior Civis/Cives), or "Serviens/Servientes Loricati" (armored sergeants).
I also would add in a divergent tier 3 and tier 4 melee troop to the Norman's Retrobannum tree.
