Considering those rules....
9. RP names are required. You must have a RP name. You do not require a first and last name, however, nor are you prohibited from using any sort of title. Faction names must also be related to the culture of their settlements. Non-RP names for factions are prohibited.
Sure you want to have roleplay, but forcing people to have an RP name goes a bit far. I mean sure if you have an event or something, but some people just want to play with just their own name. Me for one.

Hopefully you will not truely enforce this rule?

I agree with the rule.
Good start to enforce roleplay.

 Never saw that

Apart from that, how will you decide what name is RP and which not?

The question of enforcing RP names was brought up as a discussion on the main steam group of Roma Oritur, and people were free to agree or disagree. Most agreed that the names should be enforced on the group discussion as well. If you're that negative towards the rule, should've been there to refute it, I suppose. :/

Yeah, it would take away from the experience of a themed mod if people were to have silly names.

In regards to the person that questioned what we will accept as a RP name, we'll be going for things that relate to the time period.
Here's some lists packed full of names that I'll put up on the steam group as well.

I had no clue such discussion was being held. Eitherway to bad then. Guess I'll have to wait till a server comes with a different rule set.

Or you take little effort to click one of those links above and pick a nice and realistic name.

Like I said, I dislike the use of RP/"historical/realistic" names. So that's out of the question.

Quite a few people are hoping for this mod to be more RP-oriented, and to have a better community. We're trying to steer away from the route PW took.

Yep if there are many people  that don't want a rp oriented game , they should create  a proper server by their own! I think that with this mod you will be succesful whetever you do!

Still an hour to wait O.O

1. No random killing. Killing another without reason is prohibited.
2. Witnessing an attack or death is enough to help. If your friends are attacked, you have every right to aid them. Be wary of who you attack.
3. NLR - New Life Rule. Once you die, you lose your memory of your past life. This means that you cannot claim that the lost loot of your past life is yours in RP, nor can you attack the one who killed (unless at war).
4. It is of your own fault that you die in a warzone. Be aware of where you are, and who you are interacting with. Warzones are dangerous.
5. War rules - A faction cannot declare war with a banner located outside of one of its settlements. Factions control multiple settlements, such as villages. War can be declared within these villages, so long as the banner is not outside of the faction's territory. A faction need not wait for any amount of time before attacking their enemy once war is declared.
6. Factions require reasons to declare war. If one faction allies with another that is at war, they may aid them. Factions cannot declare war for land unless they lack land themselves. If a faction loses its land, it may continue the war or redeclare the war to reclaim its land. Landless factions may declare war on another faction to gain land as well.
7. Anyone may rob and demand as much as they please from their victim. However, they must give a reasonable amount of time for a reply. This is about 10-15 seconds. If they do not reply in that time, they may be attacked. If you are chasing another, and demand them to halt three times, you may attack them.
8. You may defend yourself if harmed in any way.
9. RP names are required. You must have a RP name. You do not require a first and last name, however, nor are you prohibited from using any sort of title. Faction names must also be related to the culture of their settlements. Non-RP names for factions are prohibited.
10. Intentional trolling, harassing, racism, bigotry, etc, is subject to punishment. Cruel behavior is not tolerated.
11. No glitching, hacking, etc of any kind. This includes using carts to block entryways or using terrain or buildings to enter cities.
12. All rules are subject to change. Ignorance of any changes to the ruleset is still punishable.
I'm sorry but the rules that I bolded need to be changed immediately if you don't want your server to turn into a team deathmatch.

Let's start with the rule number 7:

7. Anyone may rob and demand as much as they please from their victim. However, they must give a reasonable amount of time for a reply. This is about 10-15 seconds. If they do not reply in that time, they may be attacked. If you are chasing another, and demand them to halt three times, you may attack them.
This is the most easiest way to kill your mod and to turn it into a team deathmatch. There is a reason that Nexus implemented only outlaw armor robbing, and robbing only the amount of money that you have as a rule. Do you really think that in times of Rome, soldiers from factions when visiting other towns would simply come to someone and say to that individual "Drop your armor or die"? How can you even say that you enforce roleplay with rules that promote deathmatch? This is the easiest way to provoke a meaningless fight with someone and will cause a large amount of ganking where you will see packs of 10 people hunting poorly geared men not to even get their gear, but to satisfy their blood lust.

This rule needs to be the same as the Nexus rule which states:

Only players in the Outlaw faction may rob other players of armour and weapons. Players in other factions may still rob money and rob other items (such as gold nuggets) from players.

Take note:
You may not kill someone for not giving you something they cannot give you. For example, you cannot demand that someone with 1000 denars give you 2000 denars and use this as a reason to kill them, when they show you they cannot afford to pay. Those being robbed can display their money pouch by targeting the robber (SHIFT+F12), then clicking on "display money pouch to target" on the menu you can access by holding down the C button on your keyboard.
Weapons may be temporarily confiscated when a player is arrested and imprisoned. A player may not be imprisoned for more than ten minutes unless both parties agree to the imprisonment, and the imprisonment requires a valid in-game reason.
If you tax a player they are allowed to turn back where they came from and do not need to pay.
With the only addition of a clear timeframe you have to give the victim to respond, and I find 15 seconds to be suiting. However, if you engage an explanation to the victim the 15 seconds will be counted from the start of the explanation and not from the start of the demand. You still have a choice not to explain anything to your victim.

Now let's move on to rule number 2:

2. Witnessing an attack or death is enough to help. If your friends are attacked, you have every right to aid them. Be wary of who you attack.
Only chaos can come from this rule. When wars happen, people from other factions will just hop in because they witnessed an attack or a death and if they belong to another faction they wouldn't even need to declare war.  Either that or commoners will just start hopping in faction wars killing anyone who they saw killing. This is another rule that promotes deathmatch. If you want to prevent this change the rule to:

To help someone that is currently fighting you have to fulfill these conditions: 1) One of the players engaged in combat needs to say help.
2) You may not interfere in war or aid your friends that are in a faction that is currently in war, if you are not part of that faction.
3) You can help your friends that are being attacked if they are in the same faction as you.

Next on the line is rule number 8:

8. You may defend yourself if harmed in any way.
This will again result in a lot of meaningless reasons to kill. If someone bumps you, you can kill them. If someone kicks you once or slaps you once, you can kill them. This rule isn't that bad but needs to be more clarified. It should look like the Nexus rule about attacking, which states:

Examples of reasons to attack someone are: The player is in a faction which is at war with your faction.
The player is attacking you.
The player is halting you.
Being subject to two or more cases of punching or kicking, being subject to three or more consecutive horsebumps or being insulted once or more.
Having your possessions (including loot) stolen, or being robbed or taxed.
Failure to comply to demands after being warned more than once within a reasonable timeframe. Examples being failure to leave an area after being instructed to do so, or not halting when told to do so.

TL;DR

Your rules should look like this:
1. No random killing. Killing another without reason is prohibited.

2. To help someone that is currently fighting you have to fulfill these conditions:
1) One of the players engaged in combat needs to say help.
2) You may not interfere in war or aid your friends that are in a faction that is currently in war, if you are not part of that faction.
3) You can help your friends that are being attacked if they are in the same faction as you.

If you however start explaining, the 15 seconds have to be counted from the end of the explanation (you may explain it just once and say you're done explaining), or it will be considered as confusing your victim.
Weapons may be temporarily confiscated when a player is arrested and imprisoned. A player may not be imprisoned for more than ten minutes unless both parties agree to the imprisonment, and the imprisonment requires a valid in-game reason.

Please change the rules before you release the mod, a good ruleset is vital to the survival of a mod based on the PW module.

I agree with you on the robbing part. But anything else should involve RP.
Like if someone bumps into you, you dont randomly start slashing your sword at him, you maybe get angry and yell at him first which may cause conflict or you just mumble some insults and let it pass. If people are 'using' this to get into fights they deserve to be banned for unrealistic roleplaying or exploiting rules in my opinion.

Edit: Tried to spoiler the quote but it failed..

If a peasant punched or kicked a roman soldier, I don't think they would get a round of applause from it. I think horse bumping should be allowed and should be limited to 3 or 4 bumps before it becomes a reason, as its usually by accident, and purposely punching and kicking people is very aggressive anyway, so doing it should result with the sword.

Yep, that would be the purpose of the new rules - to promote a more realistic settings and more roleplay. Currently, the rules are just too easily exploitable.

Hmm, I agree. The 3 hit rule should be applied to bumping only, not punching or kicking.

I don't feel great about the "If you see a fight happening, you can get involved." like you already stated before, as alike yourself, I feel many people will take advantage of it, and during war it could cause so much unnecessary blood shed. I feel like the "Help" system works better, as realistically a lot of people did whale and scream when chased by thieves or murderers.
