warp speed combat

I recently started getting this bug where everything seems to be going twice as fast as normal.  I think map travel is faster, but I KNOW everything in battles is very fast.  I just got a new computer but it was happening on my old one as well so I don't see how it could be a hardware issue.  I have used the tweakmb program but I just installed a clean version of the game and the bug still happens.  Is anyone else getting this?

Am I really the only one seeing this bug?  I swear it is getting worse as I level too because at level 30 I can hardly train recruits because they swing so fast.

The only thing I can say is I've seen partial aspects of this.  I know tournaments are getting very hard.  I've seen Kradus swing up his weapon, I go to block, and he changes directions in an eye blink.  He changes more rapidly than I can register the change and react.  It drives me a bit crazy.  The only place I haven't seen this is on the field or in sieges.  I don't know if they have some sort of scaling weirdness or not.  I do know that I don't feel any, "tougher," as I go up levels.  Just a bit more inept.
