Is it possible to give everyone in your gang hellguns and carapace armor, I'D run a squad of Stormtroopers sent in to purge the place a bit.

No Hellguns, but there is Carapace Armour at a rather high price. Plus you need to get lucky with the rare item rolls to even get the chance of buying one. The closest you could go for is a bunch of Enforcers, since they're basically the police guys but highly trained and given fancy equipment. Like my gang started with 12 guys, which is about average. Enforcers typically start with 6, just to give some perspective on how much fancier they are.

Finally finished the primer coat (matt black) for my mini Turan, started painting the thing in the base color (olive green)... found out I got the wrong paint after almost completely painting the hull and turret in it. It looks quite atrocious now

Where did you get these?

The tank is a normal Tamiya M13/40 from the modelling shop, the commander is from some Japanese modelling brand, got it from Ebay.
