This bug happens to me when I talk to some lord or company member outside (not sure if it happens indoors) or when I'm caught by bandits or other war party. It's not very obvious unless you wait at this screen a bit - which I guess most of us skip to do since we played the game a lot. But here it is:

Yes it's a thing vertical line on the right side of the guy's window. And it flickers all the time - at the screenshot I got it at black color. Really intense and quick flickering just at this vertical. This has been there since the 1.1 version.
