In Progress War progress on the western empire was constantly -100 & no descendants for any clan member

1. The Western Empire declared war on me and I managed to take all of its settlements BEFORE triggering the Defeat Empire Quest (Reducing #Empire Settlements to <4). After the quest was activated, my war progress with Southern and Northern Empire were both normal and the rest of the clans joined the Western Empire after their native empire collapsed.
But now the war progress was constantly -100 regardless of what I did (executing nobles, taking settlements, etc.). Could you help me look into it?

2. Besides, none of my clan member including me has descendant. Is this a bug or just misfortune?

hi im having the same issue. Im down to the last (Northern) empire, and im in negatives below 0 in war progress, and already took their settlements. They seem to spawn out of thin air.
