I meant this, but isn't it fairly obvious that I'm the one adding and therefore there is no need to put an I? Or when I speak english I have to be very clear when I say something because it's a dumb language? 


Also: with SupaNinja's (or w/e) wallpaper we have all the submissions for the current poll, which I'll be adding in a couple of minutes, the next 15 entries will be in the next poll.

Yes to both questions.

After the poll is over you may submit to a next poll (with a different wallpaper, of course)
The winners will be placed in the OP permanently (or as long as the thread/forum lasts )

Why not? If they vote for themselves it will be nothing, because then everyone would have 1 vote.
