Village Improvements

Do they have any effect if I build them before giving the village to a lord? Say, if I build a messenger post, will it effect how fast a lord will respond in case an enemy raids it?

Also, if I give a village to a lord before I finish building an improvement (e.g. a mill) will it be completed or is the construction abandoned?

i think it will be completed.

The watchtower and the mill have a use, the inn, messenger post and manor are quite useless to them.

Mill increases prosperity so increases the lords income
Watchtower increases the time it take to loot the village.

Only in mods.  Natively this will not occur.
