SP Native Veteran Garrison Militia (Stronger garrisons)

All settlements in the game have a defensive militia garrison, but almost all of their troops are weak tier 2 units. This mod makes about 66% of them veteran tier 4 units. These stronger militia units are vanilla units, they were just very rare before. They have both better stats and equipment.

For Towns, this usually results in 100-130 upgraded troops in the garrison, which should make sieges quite a bit harder and hopefully helps against AI Kingdoms steamrolling the map.

Also affects Castle and Village garrisons (they all use the same template), so raiding villages is more dangerous now.

A probable side-effect that I haven't confirmed yet is that militia garrisons recover at 2.5x the rate after taking losses.

Compatible with anything that doesn't also change the garrison militia templates.

Too bad all settlements share the same template. Villages should not be defended by veteran units, while towns and especially castles definitely should.

this can be specifically managed in mods though, you can check if a settlement is a castle,town or just a normal settlement/ village
