Very many clans and very few armies. BUG

In the kingdom of Vlandia, there are seventeen clans, but the AI only creates two armies. The AI has the Influence to create more armies, and it would also be desirable for the AI to gather more Lords into one army (To have more Lords in one army if there are so many free Lords). Can you fix that? So many Lords just run from village to village and collect units instead of attacking the enemy and creating armies. Some Lords sit in their castles and do nothing, despite the fact that there is a war against four factions.
