Vertex count vs face corner count

I would assume it's something like this:

Mesh triangles are usually stored and processed as groups of 3 vertices, meaning there are loads of "duplicates" with adjacent triangles sharing verts, but if this were the case the face corner number would always be higher, not just some of the time as you said.
