(v. 0632) Very little or no spice in tulga

Tulga should be the place where spice is a bargain, but I only found 2 spice bags the first I went. I then moved to praven to sell them, but once I came back to Tulga there never were spice to be found again... I tried travelling for a week or two and then came back, no spice again... game bug? or was it meant this way?

It's a balancing problem. Expensive items are found sparingly in shops.
